About Conrado Garcia

Mr. Conrado Garcia proudly serves as the superintendent of schools for the West Oso Independent School District. He took the helm as the district’s chief executive officer on November 1, 2016. Before taking on the leadership role, Mr. Garcia served as interim superintendent of West Oso ISD and assistant superintendent during the 2013-14 school year.

Mr. Garcia has devoted over 44 years to public education in Texas. He has a strong, genuine desire to create meaningful and useful opportunities for educators to prepare students for higher education and the workforce. He truly believes in the power and potential of public education, and through personalization, collaboration, and trust, he strives to contribute to the continuous improvement of education for all students and staff at West Oso ISD. As superintendent, it has been Mr. Garcia's mission to pass those ideals on to teachers and, ultimately, to students. He has also focused on the challenges that face all public schools today, including funding and open communications with constituents, by establishing partnerships with businesses and working closely with the city of Corpus Christi. Mr. Garcia began his administrative career in education in 1981, serving as an assistant principal and principal at both the middle and high school levels with Corpus Christi ISD. He has also served as an adjunct professor in the Department of Education at Corpus Christi State University. In the business community sector, Mr. Garcia has served as a board member for the Corpus Christi Regional Transportation Authority and coordinator of the CC Community Advisory Council representing CITCO, Valero, Flint Hills Resources, and the City of Corpus Christi Water Department.

A highlight of Mr. Garcia's career was in serving as principal of Foy H. Moody High School, where he facilitated the transformation of a traditional high school structure into exclusive smaller learning communities. These systems included a health science magnet program; a Texas science, technology, engineering, and mathematics (STEM) program; and career academies in arts and humanities, business and professional services, and industrial trades and technology management. It became the Moody Health and Science Center in Corpus Christi ISD. The restructuring of this high school and its success was based on a balanced mix of best practices and new initiatives.

For providing exceptional leadership and service to children and their families in the Corpus Christi community, Conrado Garcia has been recognized throughout the state of Texas. In 2012, the Hispanic Women’s Network of Texas presented Mr. Garcia with the “Estrella” Award in Education. He was recognized as the 2010 ATPE Educator of the Year finalist. In 2008, he was awarded the LULAC Community Leaders Award. He received the “Distinguished Leader” Award for the Health Science Academy in 2007 and the HEB Excellence in Education Secondary School Principal State Award in 2006. In 2004, The Texas Congress of Parents and Teachers named Mr. Garcia Educator of the Year, and that same year, he received the Community Leader of the Year Award from the Westside Business Association. In 2003, LULAC Council #1 awarded Mr. Garcia the True Advocate for Children Award, and he was named Regional Principal of the Year by the Texas Association of Secondary School Principals in 2000.

Superintendent Garcia has been active in statewide educational leadership as a member of the Texas Association of School Board Members, the Texas Association of School Administrators Association for Supervision and Curriculum Development, and the Association of Texas Professional Educators. With the continued support of the West Oso ISD staff, parents, and community, Superintendent Garcia believes new opportunities for open dialogue, partnerships, and new community and business alliances will continue to present themselves. Educating students so they are choice-ready to enter the workforce, university or college setting, or the military with 21st-century skills is what Mr. Garcia takes pride in, and he is completely dedicated to achieving excellence by educating and empowering all students to succeed. His plan for West Oso ISD is to make the district’s priorities clear, ensure full transparency, and use measurable outcomes to hold all staff accountable for maintaining focus on what benefits all students. The best opportunity for a great education begins in the classroom where dedication and quality teachers make West Oso ISD students future ready!
